Galiway (GB), the busiest stallion in France this year, will stand for an unchanged fee at Haras de Colleville in 2025, the Jour de Galop reported on Monday. It will be the fourth consecutive season that he has commanded a fee of €30,000. The son of Galileo (Ire) reportedly covered 250 mares in 2024 and it's been another successful year for his sons and daughters on the racecourse, headed by the Irish Derby runner-up Sunway (Fr) and G2 Lonsdale Cup hero Vauban (Fr), a leading contender for Tuesday's G1 Lexus Melbourne Cup at Flemington. Galiway's stud-mate Kendargent (Fr), who is the broodmare sire of Sunway, will stand at a reduced fee of €12,000 (from €15,000) next season, while his son Goken (Fr) and dual-purpose stallion Soft Light (Fr) have had their fees dropped to €10,000 (from €15,000) and €4,000 (from €5,000), respectively. Jour de Galop also had news of the stud fees for the four stallions standing at Haras des Faunes in 2025, including a new addition to the roster in the G2 Prix Eugene Adam winner My Prospero (Ire). The Horseracing Integrity and Safety Act (HISA) board of directors announced Monday an important change to a controversial aspect of the federal program's enforcement approach. The HISA board have requested that the Horseracing Integrity and Welfare Unit (HIWU) limit the circumstances under which they issue provisional suspensions. These are the temporary suspensions imposed before a trainer or other allegedly guilty party has had a chance to argue their cause during a formal hearing and relate to cases associated with banned substances. The announcement states that the HISA board has determined the need for “further analysis and review” on the issue of provisional suspensions “to determine whether any modifications to the current rules are appropriate.” While this review takes place, the HISA board has requested that HIWU impose provisional suspensions only under the following circumstances: When a Covered Person has more than one horse test positive for the same banned substance. When a barn search leads to the discovery of the same banned substance for which the Covered Person is being charged under the anti-doping and medication control (ADMC) program. When the alleged violation presents a substantial risk to the integrity of racing and/or the welfare of horses. HISA states how all provisional suspensions “that do not fall within any of these defined categories” will be lifted Monday. According to HISA, the following trainers will see their provisional suspensions lifted Monday: Mike Pupye, Gerald Butler, Dr. Larry Rickman Overly, Phil Serpe, Christopher Fung and Alvin Taylor Carlos Lopez, Paul Valery and William Pribble are also currently under provisional suspensions. According to HISA, these three trainers will not have their suspensions lifted. The lifting of these provisional suspension does not constitute a stay of the charges levelled against the alleged parties, said HISA. “HIWU will be moving forward with these matters under the applicable ADMC Program Rules,” the announcement states. HISA and HIWU had already stayed the issuance of provisional suspensions in cases concerning Metformin positives. The board's request reportedly followed a resolution proposed by HISA's Horsemen's Advisory Group, which was also supported by the Thoroughbred Horsemen's Association (THA). Alan Foreman, THA CEO and national ombudsman on behalf of HISA and HIWU, had previously voiced during a TDN Q&A his concerns about the way HIWU issues provisional suspensions. “As we have articulated to HISA, we believe that provisional suspensions should be limited to the most serious cases involving threats to the integrity of the sport or the health and welfare of the horse, and that provisional suspensions not be issued in cases that do not fit into that category,” Foreman told the TDN back in August. “We're only dealing again with banned substances here,” Foreman added. “We're not dealing with controlled therapeutic substances. In 2022, an additional 84 post sales grossed $6,402,500. “They can [skew] the final figures,” explained Lacy when asked about the impact of the post sales on the bottom line. “That's why to include the post sale numbers. It's hard to create consistency with some outliers like that. Last year was a little bit of an odd year in that some of the highest priced horses were sold after the fact. We have to be consistent in our reporting and we can't just be picking and choosing how we choose to report them. We resurge the post sale transactions at a later time or soon afterward. The Irish National Stud (INS) today announced its Thoroughbred Breeding Management Class of 2025, featuring 26 students from eight different countries–Ireland, the UK, France, Sweden, the United States, Colombia, Australia and South Africa. The six-month residential course begins in January and provides students with hands-on training and lectures covering all aspects of Thoroughbred breeding. He was arguably going better back then than what he is at the moment, but his proven ability to stay the trip cannot be underestimated in a field like this. Barrier 24 is offset by his want to settle towards the rear of the field, but Mark Zahra will need a back to follow into the race approaching the 800m mark. If the pair are afforded that luxury, you could do worse than to have something each-way at the +2500 quote with Picklebet. Sharp ‘N’ Smart is a ridiculous price with horse betting sites. The Graeme & Deborah Rogerson-trained Kiwi has had plenty of excuses this campaign, but can turn it all around at a +7000 quote on Tuesday. He struggles on wet ground, which is what he faced at his first three runs this campaign, before finding the bright lights at Moonee Valley a bit too much in the Moonee Valley Gold Cup. After three foals by unbeaten Horse of the Year Flightline sold for a combined 470 million yen (north of $3 million USD) at the JRHA Select Sale in July, the first official weanling by the Lane's End stallion sold Monday afternoon at the Fasig-Tipton November Sale in Lexington for $675,000 to David Ingordo, who was bidding on behalf of a partnership. The bay colt, Hip 26, is the first foal out of Star of India (Medaglia d'Oro), who was placed in one start at three. Consigned by Lane's End, agent, the Feb. 4-foaled colt was bred in Kentucky by Ran Jan Racing. Star of India is out of Up (Ire) (Galileo {Ire}, whom Ran Jan Racing & Jan Vandebos bought at the 2015 Keeneland January sale for $2.2 million. Alex Cole, racing manager for owners Jim and Fitri Hay, has paid tribute to their “superstar” Starlust (GB), who has reportedly attracted plenty of interest from Australia with a view to a stallion career following his victory in Saturday's GI Breeders' Cup Turf Sprint at Del Mar. Trained by Ralph Beckett, Starlust is now the winner of six of his 18 career starts, having thrived on his racing in 2024, notably winning at the Breeders' Cup on his tenth run of a three-year-old campaign which began at Meydan back in January. Though his biggest success before Saturday had come at just Group 3 level when winning last year's Sirenia Stakes at Kempton, he'd since finished third in a pair of top-level races–last year's Breeders' Cup Juvenile Turf Sprint at Santa Anita and the latest edition of the Nunthorpe Stakes at York–giving his connections the belief that local odds of 33-1 were not an accurate reflection of his chance when he lined up at Del Mar in a race featuring old rivals Big Evs (Ire) (Blue Point {Ire}) and Bradsell (GB) (Tasleet {GB}), plus home favourite Cogburn (Not This Time). “We knew he'd outrun his odds, because between the favourite [Cogburn] and Bradsell they were going to go hell for leather,” Cole summed up. “He's been placed in a Nunthorpe, he's a multiple stakes winner, and he was Group 1-placed at the Breeders' Cup last year. He didn't deserve to be the price he was–we wouldn't have sent him all that way and he wouldn't have been Ralph's only runner if we didn't fancy him a little bit. “This horse has never really let us down,” he added. “We started off the year at Meydan, he's run 10 times in four countries, and he's only a three-year-old. He's a superstar.” Neither the Hays nor Cole were in attendance at Del Mar, instead forced to suffer from afar in the anxious moments afterwards when Starlust had to survive a stewards' inquiry before his success, by a neck from Motorious (GB) (Muhaarar {GB}), was made official. “No!” was Cole's emphatic response when asked whether he was confident that the result would stick. “You never know what the stewards are going to do, do you? But he was the best horse in the race at the end of the day. “We watched it for the first time in multiple different locations. They [the Hays] had business commitments which meant they couldn't make it and I'm in Dubai, organising our horses out here. But that was a very special moment–they're all great [Group 1 wins], but that was very special. “For me there is no better owner in racing than Fitri Hay. She supports a lot of people, feeds a lot of mouths, and deserves everything she gets.” How the Hays got their hands on Starlust is a story that goes back to 2022 when the son of Zoustar (Aus) was the final lot through the ring on the second day of Book 2 of the Tattersalls October Yearling Sale. Bred by Steve Parkin's Branton Court Stud, he is out of the G3 Prix de Saint Georges winner and G2 Lowther Stakes runner-up Beyond Desire (GB) (Invincible Spirit {Ire}), the dam of four winners from seven runners, with the others including the Listed scorer Queen Of Desire (Ire) (Dubawi {Ire}). “I remember him well,” Cole said of the colt he bought with Dermot Farrington for 55,000gns. “He was the last lot in the ring. It was around a quarter past nine at night and there were about five people left at Tattersalls–Dermot and I were two of them. “The stallion was quite cold at the time, at least in the Northern Hemisphere, but he's very well-bred–the mare was brilliant. I think at the time Ralph had Lezoo [winner of the G1 Cheveley Park Stakes] and one other by Zoustar, so that's why he got him.” Beckett might have a monopoly on Zoustar's top-level winners in the Northern Hemisphere through Lezoo and Starlust, both conceived during the stallion's time in Britain when shuttling to Tweenhills Stud, but his influence has been felt much more widely at home in Australia where his tally of individual Group 1 winners now stands at seven. This year his fee at Widden Stud was increased to A$275,000 (around €167,000), making him the joint most expensive stallion standing in Australia, while in June a 1/60th share in the sire went for A$1,300,000 (€787,000), breaking the record for the most expensive stallion share ever sold at public auction. Little wonder, then, that Starlust has caught the imagination of stallion bosses in Australia following such a significant success on the global stage at the Breeders' Cup. Not only did that triumph more than double Starlust's career earnings, now standing at over £700,000, but it also has his connections minded to tread a bit more carefully with him in 2025, even if the horse himself might resent it. “If only you could see my phone!” Cole said of the interest the colt has received, “Mainly from down under.” He continued, “The horse changed his entire profile on Saturday night. He's gone from being a horse you run 10 times a year to one you've actually got to think about a bit, but then he loves racing. [Next year] I'd have to work back from the King Charles III and he loves York. The sire of 19 stakes winners on four different continents in 2024, Justify (Scat Daddy–Stage Magic, by Ghostzapper) will command a service fee of $250,000 in 2025, the Versailles, Kentucky-based nursery announced Monday. Alongside Into Mischief and Gun Runner, Justify will stand for the joint-highest covering fee in the United States. The rising 10-year-old stallion is the sire of a trio of Group 1 winners this season, including City of Troy, winner in succession of the G1 Betfred Derby at Epsom, the G1 Coral-Eclipse Stakes at Sandown and an all-the-way success in the prestigious G1 Juddmonte International Stakes at York. His eight American black-type winners this term include GII Appalachian Stakes heroine Buchu and Alpha Bella, victorious in the GII La Prevoyante Stakes. The unbeaten Awesome Result and Yuttitham (Jpn) struck at listed level in Japan, while Storm Boy (Aus) scored for the third time at group level in Australia in August.
