The NZGRA seems to takes a very reactive approach to animal cruelty when cases crop up, like this, whereas the Australians are more proactive and have been hitting the nail on the head as soon as incidents like the Cole one occur. Mario seems to have no idea what he is doing in guiding the helm through this saga, Cole is just laughing all the way to the bank and making the code look like an absolute farce.
