Journalists Wandering Eyes Posted March 28, 2019 Journalists Share Posted March 28, 2019 The California Horse Racing Board has voted to ban the usage of whips to “encourage” horses in racing in California, ruling that only be carried in racing for safety purposes. The decision was announced at their March 28 meeting at Santa Anita Park by chairman Chuck Winner, after a unanimous vote of among the five present commissioners; former jockey Alex Solis, Madeleine Auerbach, Winner, and Fred Maas. The motion accepted by the board reads that the rule will prohibit the use of riding crop in racing or training except when necessary to control the horse for the safety of horse or rider. The ruling does not go into effect immediately, but is subject to a be a 45-day public comment under state law. When asked if PETA would back down from a call to end racing if this rule were adopted, Senior V.P Kathy Guilermo said, “Your enemies will be fewer if you adopt these rules,” said Kathy Guiilermo Belinda Stronach said that there were plans in place to extend the new rules to other tracks, working with stakeholders.
