In this ongoing series, we will publish the perspectives of breeders, stallion farms and others on the proposal. Barbara Banke, Stonestreet Farm: The health and welfare of the Thoroughbred breed should always be our number one concern. As a member of the Board of Stewards, I believe the proposal is a way to address a concern held broadly in the industry and look forward to the feedback from our invitation for comments.
