The formation of the Horseracing Integrity and Safety Authority, to be overseen by the Federal Trade Commission and which will include oversight from the U.S. Anti-Doping Agency, was announced during a 1:30 press conference in the Keeneland Sales Pavilion. Senate Majority Leader Mitch McConnell of Kentucky laid out the goals and objectives of the new Authority. McConnell said he would be introducing the Horseracing Safety and Integrity Act in the Senate and said he expects bipartisan support. Other speakers included Kentucky U.S. Representative Andy Barr, Keeneland’s Bill Thomason and Shannon Arvin, the Breeders’ Cup’s Drew Fleming and Churchill Downs’s Bill Carstanjen.
