JCA Different Fines for Gallopers vs Harness

Have you noted the favourable fines etc galloping trainers recieve vs harness trainers for very similar offences.

Is there a different jurisdiction for different codes ?

Each code decides their own penalties...and the RIU merely follows what they want...

I thought the JCA were totally independent of the governing bodies and the penalty levels were what that the JCA felt appropriate.

I learn something everyday but have to question whether this should be the correct way to go - a trainer dopes a horse with xyz and if all things equal surely the penalty should be the same whether a trotter or a galloper ,

I also thought the RIU was completely independent of New Zealand Thoroughbred Racing (NZTR), Harness Racing NZ (HRNZ) and the Greyhound Racing New Zealand (GRNZ) but it is not. It has a four member board with one representative from NZTR, HRNZ, GRNZ and one representative from the New Zealand Racing Board (NZRB).

Each code entirely separately makes its own rules including penalties in accord with the Racing Act. The RIU and JCA are then responsible for enforcing those.

29 Racing rules

(1) Every racing code must make, and maintain in force, rules regulating the conduct of racing by that code.

(2) Without limiting subsection (1), any racing rules of a racing code may provide for—

(a) the appointment, functions, and duties of stipendiary stewards and racecourse inspectors; and

(b) the licensing of trainers, jockeys, drivers, and apprentices, and related matters; and

(c) the registration of horses, greyhounds, owners, partnerships, syndicates, and colours; and

(d) the conduct and control of race meetings, including safety requirements; and

(e) prize money and other stakes, programmes, entries, withdrawals, weights, penalties, handicapping, allowances, weighing, starting, and running; and

(f) punishments for breaches of the rules; and

(g) determinations and appeals; and

(h) disqualifications and suspensions; and

(i) any other matters relating to the conduct of races and racing that the racing code thinks fit.

Total bullshit then - surely if you dope a horse with a jockey on top or driver behind and I get bet on it then penalty the same .
