Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where. CaliforniaTrack: Los AlamitosDate: 06/24/2022Licensee: Peter Miller, ownerPenalty: $5,000 fineViolation: Disorderly conduct Explainer: Pursuant to a Stipulated Agreement and Mutual Release with the California Horse Racing Board, Owner Peter Miller is fined $5,000.00 for violation of California Horse Racing Board rule #1874 (Disorderly Conduct) which occurred on February 14, 2022, at San Luis Rey Training Center. Track: Los AlamitosDate: 06/24/2022Licensee: Ruben Alvarado, trainerPenalty: Fourteen-day suspensionViolation: Program training Explainer: Pursuant to a Stipulated Agreement and Mutual Release with the California Horse Racing Board, Trainer, Ruben Alvarado, is suspended for 14 days (July 1, 2022, through July 14, 2022) for violation of California Horse Racing Board rules #1894 (Duties of Trainer) and #1502 (Program Trainer Prohibited) which occurred between December 23, 2021, and March 24, 2022, at San Luis Rey Training Center. During the term of suspension, all licenses and license privileges of Ruben Alvarado are suspended and pursuant to California Horse Racing board rule #1528 (Jurisdiction of Stewards to Suspend or Fine), Ruben Alvarado is denied access to all premises in this jurisdiction. Suspension to commence on July 2, 2022. During the term of this suspension, all licenses and license privileges of Randal Gindi (dba- Monster Racing) are suspended and pursuant to California Horse Racing Board rule #1528 (Jurisdiction of Stewards), subject is denied access to all premises in this jurisdiction. Rafael Bejarano is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner. Track: Churchill DownsDate: 06/23/2022Licensee: David Cohen, jockeyPenalty: $500 fineViolation: Excessive use of the whip Explainer: After a hearing before the Board of Stewards, David Cohen, who rode Palace Coup in the ninth race at Churchill Downs on June 18, 2022 was found to have violated the crop regulation. This being his first offense, Mr. Cohen was given the option and chose to pay a fine. David Cohen is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.
