Paul Harris Rider Declarations

Why does Paul Harris never  have to declare his riders on time, and everyone  else has to do so.... 19 horses without riders declared for Saturdays premier meeting, and every other trainer has complied with the rules...Does he get fined... Is there any punishment???

Possibly because he is a record-breaking trainer who thinks he abides by a different set of rules.  (His current strike rate of 106 is surely a world record?).  How can retiring trainer Steve Tyler seriously say this ?

All horses are now being trained by Paul Harris Racing, I am keeping a share in my whole team because I believe they will all improve by committed riders and Paul’s horsemanship.

Most of them appear to be there. Others probably unlikely starters. There is a fine for late rider declarations.

There are five trainers that have had over  100 starts this season.... Four of them are the four leading trainers in the country.. The other is Paul Harris who has had 107 starters for 1 win...!!!!!
