Dangling reins- What are the rules?

Been watching some replays recently and have noticed dangling reins flapping about behind the sulky!

the drivers are clearly sitting on them but are they actually allowed to be dangling and flapping behind the sulky of the horse.

One race on a wet night they were flapping and moving so much the trailing horse was touched by the rein and it galloped!

Is this covered in the harness rules?

Not sure but not fair if you are trailing a horse with reins out the back flapping!

Watch race 6 at Addington on the 30th April, jonny Cox on Bonnie Bagrie, causes Deidre Franco to break after the start.

Reins were flapping and dangling long way out the back the whole race .

Surely this is wrong?
