The mind boggles Purpose of the Committee The Committee is a ministerial advisory committee appointed by the Minister for Racing. The Committee will be charged foremost with setting a sense of direction for the intended racing reforms with particular focus on prioritising those recommendations that have been identified as the main drivers required for successful industry reform. This will provide the basis for a prioritised work plan for the Committee, to be provided to the Minister of Racing early in 2019. It is also charged with scoping up the operational decision points (whether technical, legal, financial or process orientated) for racing reform, engaging with industry throughout, and offer analysis to the Minister for Racing on opportunities (i.e., the industry’s untapped potential) as well as roadblocks to returning the industry to a well-managed and sustainable economic growth path. It will involve the Committee gathering and analysing a wide range of inputs and carrying out engagement, investigation, and analysis about the effects of specific proposals under core areas of the Messara Report, including: • the governance and structure of racing; • finance and distribution to the codes; • new legislation to support the various dimensions of racing reform; • wagering and the TAB; • club consolidation, racecourses and prizemoney; and • any other matters that the Committee considers relevant to its work, including establishing the Racing Industry Transitional Authority (RITA). Outputs Interim report The Committee will provide an interim report to the Minister for Racing by 28 February 2019. The Committee’s interim report should include: • Advice to the Minister based on the Committee’s analysis of the six core areas listed immediately above; • A detailed plan for the Committee’s remaining work until RITA is established in legislation; and • Any other matters the Committee wishes to raise with the Minister for Racing.

AND definitely COURSE SPECIALISTS NONE of which you have any idea how to evaluate... Redzel's 'peak' performance sans Blinkers in a Benchmark race... However that only exists in a few key areas (see below) The more career starts a horse has had, the more of a betting advantage blinkers have provided. The biggest value exists in horses with 10 starts or more that have blinkers applied for the first time. The average advantage is negligible for horses with fewer starts. On average there is no betting advantage on horses with blinkers for the first time in sprint races. The advantage exists in races at 1350m or further.

Itd indicate how fair or even it is across the width...not some fast lane at Te Rapa where the Track Manager stated... "it drains better against the rails" Traccks in Melbourne use a colour code to indicate how fair across the width it is.. I can easily contact any Track Manager if I wanted more... This is way beyond your comprehension because you gamble by stats and refuse to believe in bias or being caught without cover as a negative Stick to Recar dogs if I was you...

Lisa Allpress is out there with her own 'stick'..finding the best ground..then pointing to a 'lane' to her fellow walker...seemingly indicating that's the place to be So we saw all this occurring on Trackside...as RODLEY and the Dog man Roso pontificated about the Track...guessing... ...as Lisa walked within 10M of their cosy tete eh teet...and straight past!! ffs...wtf was producing that show?? Magoo?? And Rodley is Lisa's manager!!

There's always been the suspicion some trainers do that here... And as Freda said it's high time we joined Australia in getting rid of that unfairness.. Either educate your horses properly or don't bother showing up... But that's not the point...this horse had the BB on for its last 6 starts... ...then for the RIU to simply SUPPRESS the reason why the gear wasn't put on... ...is not on... btw...It was so SUPPRESSED this info didn't come out until days later..after some eagle eyed Punter spotted it...I wonder who that was?

The farce continues I'm afraid Take a look at this race from last Friday... Opee's in the TE ARKOW colours... as the rail horse drifts out..taking the outside horse with it... ...which is a natural behaviour...although to be fair Jockey Dell on this horse should have stopped riding forward while drifting out... ..but Opee continues through to the gap...quickly becoming a 'sideways' gap Instead of pulling out and back to avoid collision cross roads... He continues to ride aggressively into the now closed gap..in turn creating mayhem to those behind him... Sherwin has twice commented in recent weeks wrt Opee getting very lucky from being charged... this was not one of them...but THE most serious example of how he's definitely...
