Chief Stipe
A select field of eight has been mustered for the three-year-old contest, with just five horses initially nominated on Tuesday for the Group Three. With the Listed Trevor Eagle Memorial 3YO (1500m) and the Gr.3 Wellington Stakes (1600m), also for three-year-olds, run within the past week, the depth of the three-year-old ranks is being tested. “It is probably a bit tough on the clubs that they are so close together,” Tiley said. “With the way the racing is in New Zealand, the cream of the crop of two-year-olds often get sold and there probably isn’t the pool of horses there was 10 years ago when they did the programming of these races.” Read more here: https://www.racenews.bitofayarn.com/tiley-gunning-for-back-to-back-bonecrusher-stakes-wins/

Maybe you do but these small fields don't do anything for revenue. Race quality is also affected which again impacts revenue. Clearly they need to resort the programming to align with the horse population instead of rolling out the same calendar every year.
curious
Don't 7/8 horse fields generate considerably more revenue per runner than 14/16 horse fields?
