So what is the "recovery strategy" if they have one

Noted on another thread that getting rid of Trackside Radio and fields in newspapers will not help but hinder any recovery strategy.  It would seem after watching the "ads" for bonus bets on TS that it is, for both sports and racing, to double down on strategies that recently cost $2m.  Should instead be cutting their risk and focusing on the tote.

They have no " strategy " . At the end of each season they will look at their financial position and fit the next seasons racing around that . Ever decreasing circles . They have never given any clear indication or plan as to how they are going to increase revenue at the TAB . They have got a clear plan on how to decrease revenue , remove all possible information or ability for the average joe punter to pick winners on form .

That's exactly right and has to change. The racing has been fitting around their cost structure and not the cost structure fitting around the funding of racing.
