25Transfer of surplus venues by Order in Council (1) This section applies if a racing code has made a reasonable attempt to negotiate the transfer of a surplus venue owned by a racing club (or clubs) to the code by agreement but— (a) the club (or clubs) has refused to enter into negotiations for the transfer; or (b) no agreement on the transfer has been reached. (2) The Governor-General may, by Order in Council made on the recommendation of the Minister,— (a) approve a proposal prepared by the racing code relating to the transfer of the surplus venue to the code (a transfer proposal), with or without modification; and (b) state the date on which the transfer takes effect (the transfer date). (3) A transfer proposal referred to in subsection (2) may be prepared by the code on its own initiative or at the request of the Minister. (4) The transfer proposal must— (a) state the names of the relevant racing code and racing club (or clubs); and (b) contain a description of the 1 or more surplus venues or identify a means by which, or a document in which, the surplus venues are described; and (c) state whether either or both of the following payments are warranted and should be made by the code following the transfer: (i) a payment to the relevant club (or clubs) to enable it to race at another venue: (ii) a payment to any person in recognition of a community interest in the surplus venue. (5) If the transfer proposal is approved under subsection (2),— (a) the surplus venue vests in the racing code on the transfer date, subject to any interests or encumbrances in existence on that date; and (b) the code must make any payment referred to in subsection (4)(c)(i) or (ii) that is warranted to be made. (6) The Governor-General may, by Order in Council made on the recommendation of the Minister, approve an amendment to a transfer proposal approved under subsection (2) and, if approved, the amendment takes effect on a date specified in the order (which may be the transfer date or any later date). (7) An Order in Council made under this section must identify the transfer proposal or amendment approved, but need not incorporate it in the order. -

Property of racing clubs The Bill introduces a suite of changes that will resolve historic property issues that have contributed to the decline of the industry. Two property objectives are introduced to guide decision making: the value of racing property should be retained in the industry, and the value of racing property should be used for maximum industry benefit. New provisions are introduced to support negotiations between clubs and codes on the utilisation of surplus venues. The Bill also introduces, as a backstop, a statutory decision-making process for the Minister for Racing to recommend an Order in Council to transfer property to the code. My understanding, which may well be wrong, is that the Stipes are much the same as the Crown Prosecutor with the JCA being the judiciary.

De Lore has technically got that wrong. The Stipes lodged a protest they don't make a decision. The decision is made by the JCA. That's exactly what I was told happened by one of the participants.

Most are if you lay the paper down flat with a page each side - the point being the Best Bets you would continually have to turn the page to see the rest of the field.

Maybe you do but these small fields don't do anything for revenue. Race quality is also affected which again impacts revenue. Clearly they need to resort the programming to align with the horse population instead of rolling out the same calendar every year. -
I just saw a copy of the new NZRB publication Raceform. Seems a step up from Best Bets. Good bunch of articles across the codes. Nice to see a full field on one page as opposed to Best Bets. Minuses - difficult to read if visually impaired (slightly). The wrong type face and point size is being used. The fields are a rainbow of unnecessary colours. Pink type? Green type? Bugger if you are colour blind. The form lines look like the same rubbish we see on the TAB site. Which doesn't give you much confidence. Anyone else got any comment?

Hearsay. But regardless what Thomaas originally wrote was a fantasy made up in his own mind which proceeded to espouse as the facts. He wrote as if he was directly quoting the participants statements - which he wasn't. In any event the debate should be on the process and the judiciary - which one could legitimately argue is flawed. I agree.

Reports in The Australian have revealed Chris Waller’s racing heroine is in foal for the first time to leading sire I Am Invincible. The news is expected to be announced by connections early next week, with the foal likely to be delivered in mid-to-late October of 2020. The report suggests it took three attempts for Winx to be impregnated, however the foetus is expected to pass the standard 45-day mark this weekend. Winx won an unmatched 25 Group Is and a record breaking four Cox Plates during a storied racing career that captured the attention of the racing world. She retired in April this year with her 33rd consecutive victory and third consecutive Group I Queen Elizabeth Stakes (2000m), with more than $26 million in prizemoney. I Am Invincible was announced as the daughter of Street Cry’s perfect match in the breeding barn in late August. The star stallion has also covered Winx mother Vegas Showgirl, with the foal, a half-sister to Winx, also expected next year.

Yep the filly was definitely distracted by something infield. Was on one rein the last 100m and not ridden out. The 2nd horse had every chance to pass her before the last 20m but couldn't. The only time there was contact was a little bump 20m before the line. The filly never took the other horses line because if you look on the video the 2nd horse was equally as guilty at running out. Until the last little bit you could have put two horses between them!

I'm aware of the issue. Firstly the ads are not the cause of the problem. They do contribute some latency but stuff all. If it wasn't for the ads then I couldn't afford to host BOAY. At the moment I'm OTD as they say in the harness world. That is I'm Owner, Trainer and Driver. I can provide a subscription where you don't get ads. Bear in mind it was advertising that kept The Informant going for as long as it did. The cause of the issue seems to relate to an upgrade of the core software a couple of months back. Many people who use this software have complained. The reason for the page not found message is I moved the location of the site. Doing that has proved to me that there is another issue with the host. I now have the data to prove it. The story of my IT life has been proving to vendors that THEY have a problem. In the mean time I'll work away at resolving the issue. Yes I hid the Topic because I didn't need critiscim for something I was aware of. Especially from our local goon.

Never said otherwise. If you read all my posts on the issue I pointed out the relevant rule used in other jurisdictions which if adhered to the filly wouldn't have been relegated. Agree totally. I disagree it isn't an issue of "networks" it is an issue of competency. Which in this case is what happened. I understand the view of both the jockey and Mr Ellis was that it was like kissing your sister i.e. "nothing in it."

There is no evidence of that and the Feds didn't act as if there was. 1. hearsay - gossip (usually a mixture of truth and untruth) passed around by word of mouth. rumor, rumour. scuttlebutt, gossip, comment - a report (often malicious) about the behavior of other people; By definition hearsay is something heard from someone not connected or there talking about someone else. I can assure you my source isn't hearsay. Think about that. It's not opinion or spurious - they are facts! That's rubbish even you have said (although hearsay and off the record) that the jockey didn't think there was anything in it. It was left up to the Feds to make a decision which ultimately they do. Would you have preferred the Rogie approach where he talks the ears off everyone to present his case often on behalf of the jockey? I reviewed the video this morning and I tend to agree with those that have the opinion the Feds made the wrong decision. Looking at the head on the beaten horse had every chance to get past the filly. He actually moved out at least twice before the filly did! He only got bumped inside the last 100m when he wasn't making any headway. In OZ in my opinion they wouldn't have demoted the filly.
