The shop owner pays for a shop or chain of shops to be set up, including outfitting, stock, systems, marketing, facilities, cleaning security.  They are paying for a set up as part of an industry, the retail industry.

They then must have customers to buy that stock or they go bust

So do we consider that Owners are Manufacturers who provide the product at a loss?  That is your customer doesn't pay enough for the product.

So do you think retailers just discount for the hell of it? Hardly, they do it to compete with competition. 
No doubt your remark regarding free bets was pointed at me, of course free bets or match deposits work, do your homework and look at every Aus operator, they need to compete. 
 

TAB used to do more…. but of course now between them and Betcha, they have a monopoly…. but they are losing customers and turnover…. desperate times which is now why they are offering special odds for those betting on machines🤣🤣. …. that tells you that they have no idea to increase turnover with on line punters….

Not exactly. They certainly provide it at a large financial loss for a shot at whatever prize money the customers (punters) provide and whatever other benefits they consider they gain from their participation.
