Detectives from the Sporting Integrity Intelligence Unit have today arrested two people as part of an investigation into alleged illegal activity within the racing industry.

Warrants were executed in Keilor East, Mornington and Wallan from 8.25am this morning.

A 38-year-old Keilor East man has been arrested and will now be interviewed for offences including:

• 195C Engage in conduct that corrupts or would corrupt a betting outcome of event or event contingency;

• Trafficking a Drug of Dependence - Cocaine; and

• Conspiracy to Defraud Racing Victoria Limited Stewards.

A 47-year-old Mornington woman has been arrested and will be interviewed for offences including:

• 195C Engage in conduct that corrupts or would corrupt a betting outcome of event or event contingency; and

• Conspiracy to Defraud Racing Victoria Limited Stewards.

The investigation has focused on the alleged use of illegal substances in racing and corrupt betting practices, as well as the use, possession and trafficking of cocaine.

Police will also consider making a formal referral to the Veterinary Practitioners Board with regards to the alleged failure to comply with requirements as a registered vet.

Detectives from the Sporting Integrity Intelligence Unit have been assisted by all three racing codes in Victoria during this investigation – Racing Victoria, Harness Racing Victoria and Greyhound Racing Victoria.

Police are also liaising with the Office of the Racing Integrity Commissioner.

Adam Matthews, the vet who could not be drawn to appear at a major cobalt inquiry six years ago, was reported today to have been arrested for involvement in race-fixing.

Victoria Police media reported that a 38-year-old Keilor East man and a 47-year-old woman from Mornington were arrested on warrant by sporting intelligence detectives over alleged involvement in a range of offences including race fixing and cocaine trafficking.

There has been innuendo in racing circles regarding the identity of the woman but she has not been named by police. The Herald Sun named Matthews as the Keilor man.

During the long-running cobalt saga of trainers Danny O’Brien and Mark Kavanagh, Matthews was a mysterious figure, unable to be called to the Racing Appeals And Disciplinary Board hearing on mental health grounds.

He had been described by his former colleague at a Flemington clinic, Tom Brennan, as a peddler of unregistered potions to trainers and an addicted gambler. Brennan said Matthews had been the source of a “vitamin complex” that, unbeknown to Brennan and the two trainers, was later found to be cobalt.

Other than admitting to having gambling issues, Matthews denied Brennan’s accusations, telling the RADB in 2016 that Brennan was a proven liar. Matthews did not appear, with his statement read to the board by his lawyer.

Matthews was outed for five and a half years for supplying cobalt in NSW and was later cleared on appeal.

Racing Victoria have slammed a number of Melbourne’s top jockeys – including Jamie Kah and Ben Melham - after they were stood down for allegedly gathering at a costal rental and breaking Victoria’s strict Covid lockdowns.

Racing Victoria stewards have alleged in a report on Thursday that Kah, Melham as well as fellow jockey Ethan Brown and apprentice Celine Gaudray “were present at an ‘Airbnb’ in Mornington after 9pm with two other non-licensed individuals” on Wednesday night.

Current Victorian government guidelines not only prohibit leaving your home for anything other than essential work or activities, but a strict 9pm curfew has also been imposed.

All four now have been given a 14-day ban from race tracks and licensed premises on the advice of the chief health officer.

The jockeys also face significant suspensions once their cases are heard by stewards on Friday and will likely now miss key parts of the Spring Carnival. 

RV CEO Giles Thompson said their behaviour has put the entire industry’s ability to operate during the pandemic at risk.

“The alleged behaviour of these four jockeys is a slap in the face to every member of the racing industry that has worked incredibly hard to protect the sport and the community while continuing to race since covid restrictions were first introduced in March 2020,” Thompson said.

“These individuals could have put at risk the very continuance of our sport and also blatantly disregarded the broader community implications through their selfish and thoughtless actions. 

“The Stewards have elected to lay significant charges against these individuals, which is appropriate given the potential impact their actions could have had on community safety, the livelihoods of the 25,000 Victorian jobs supported by racing and the welfare of the horses who rely on the daily care and exercise the industry provides. 

“To see all of that potentially thrown away by the reckless behaviour of a small few is incredibly disappointing and far from what is expected of our industry participants.”

Thompson said the behaviour of the jockeys involved goes in the face of Racing’s compliance during the pandemic so far. 

“While these actions do not reflect the majority, I want to make it extremely clear to all industry participants of the critical need to abide all industry and Government directives, especially as we enter the Spring Racing Carnival period,” he said.

“Thank you to those that continue to do the right thing by the industry at all times and I hope this serves as a firm reminder of how fortunate we are to continue racing and the importance of adhering to the protocols. 

“The Stewards have adjourned the inquiry and until 9:30am on Friday 27 August. A further Report will be provided at the conclusion of the inquiry.”

Stewards have charged all four with the “failure to observe processes and directions of PRAs or Stewards” , in particular to ‘fail or refuse to comply with an order, direction or requirement of the Stewards or an official”.

According the stewards reports, “this conduct is in breach of the current State Government Regulations (namely the Stay at Home Directions) which prohibit private gatherings for persons not otherwise living with one another. The conduct is also in breach of the imposed curfew for Metropolitan Melbourne and Racing Victoria’s COVID Protocols state that any failure to comply with State Government Regulations will be deemed to be a failure or refusal to comply with an order, direction, or requirement of the Stewards or an official.”

Kah, the reigning Victorian premiership winner, will now miss riding Behemoth, the $4.20 Sportsbet favourite in the Group 1 Memsie Stakes and Group 1 aspirant Ayrton $2.10  in race nine.

Melham was due to ride Beau Rossa, a $10 chance in the Memsie Stakes.

Does it not occur to the fuckwits in authority that most peoples workplaces are cleaner/healthier than their own place of residence, locking people up doesn't make an iota of difference.
