The issue isn't the type of model or the various Acts it's purely and simply Governance. There is no accountability to stakeholders. But back to the model - some of the failures occur because Racing in NZ has traditionally been a mixed model that is a mix of Corporate businesses and Amateur Clubs/participants. The PGA in America very much relys on volunteers but is also heavily commercial. I note at every tournament the organizers acknowledge the volunteers. This offers a tax advantage to donors. The volunteers are rewarded by the channeling of donations back into local communities. Also the PGA revenue is primarily from very large company sponsorship and the selling of media broadcast rights.
