The report was written for the Minister. How he implements them is up to him. The full implementation will call for some major changes particularly with regard to industry structure

Probably certain that industry structural change will be called for and is essential. That's a no brainer. What form do you think that might or should take Peter?

Peters better have a good escape route ready tonight if he prevaricates..again...by announcing more 'enquiries' .....the industry generally have had a gutsful of years of diversions..answers and remedies needed NOW..
