Just Not Acceptable these days of horse welfare issues. His lawyer worked the plea bargain (as he should as that what lawyers do) And along with the 💰 fine , the hefty disqualification of 4 years, and the complete shattering of his reputation there has been a Lot of Penalty dished out to Weir You can't exactly put his head and hands in stocks or anything, .And as some posters have sensibly pointed out , there is a LOT of behind the scenes 'activity' that goes on (and more than one person involved too.) But once you've served your time dished out from authorities (and courts) you're free to move on . Not ideal for a lot of criminals but you just have to rely on the justice system, like it or lump it. I remember batteries in whips and that sort of thing (did Not use one myself) but stewards always checked after races the whips as you came back to scale , Before giving the All Clear. Ahhh, a battery saddle, Sammy Mezzasalma, I was riding work at Canterbury when it hit the fan, Mario Caltabiano, they threw the book at them......long time ago, however, Gamma you should know better lad, this prick has such a long list of fines for ....well, it's so long best you google them, but set aside an hour or so.........we need tp piss Weir right off for good, otherwise it gives the betting public a good excuse not to...........it's called 'bringing the industry into disrepute' Mr Weir, so off you go, there's a good chap.......polite enough for you Chief?....see, the anger management thingy works eh.

As far as re-applying for training goes. Moody and O'Brien came back from time out to win big races after serving their 'time' recent years. I don't know if you will get the "gone right off for good" that you desire. Sounds like a good idea going by the history of the chap. Maybe a longer sentence would deter others further.? Whatever they (those that give the Penalties) decide is fine by me , whether it be 4 years or 10 years though. It's their job to 'Police' the Licensee's so hope they know what they're doing. High profile trainer Nigel McGrath got a very long 'administer Milkshake' sentence not that long ago of 8 years in Canterbury. That is more than double the Oz penalty for same thing. A bold bid to stamp out the cheats. Do what it takes to keep the racing honest. and NO MORE Disrepute would be great !!!
