So let's compare Chris Johnson's case with that of Waddell and Morgenrood... 2 shocking examples of historical past serious racing offences compared to Johnson who was just over the 100 mark...130...when driving a car is over 200... Did Morgenrood and Waddell have to provide proof like Johnson had to that they weren't up to their old ways of either violence and/ or drug use by providing susbstantive hair follicle proof covering 3 monthly intervals?? The answer is NO of course... Left free to choose whatever path they wanted....with disastrous consequences for the negative publicity they ultimately left the industry with... ...Meanwhile a small level 30 over for Johnson...and numerous safe guards for for him cf Waddell ...read and weep Johnson admitted the positive test and was suspended until October 16 and was fined $1000. That appeared to be the end of the incident for Johnson, who has admitted his previous battles with the bottle but is adamant he has that under control and he did not drink heavily the night before the failed test or on raceday. That has been backed by sources close to him who have spoken to the Herald. But last week Johnson was sent a letter informing him his licence had been reviewed by NZTR's licensing panel and he was not able to ride again "until such time as NZTR can be satisfied that your riding does not pose an elevated risk of harm to yourself or others". That confusing part for Johnson and his supporters is that he has not been examined by a medical professional in person since his suspension was handed down. NZTR chief executive Bernard Saundry confirmed his organisation's stance but says they want to work with Johnson as his welfare and that of his fellow jockeys and horses is paramount. Johnson is understood to have taken legal advice and is visiting a medical specialist in the field of alcohol dependency in Christchurch this week to obtain an independent assessment in the hope of regaining his licence.

The difference this time is that the industry has no room to move with an ASB bank debt of $45 million. If the wrong people get appointed again, we are sunk as an industry, and we have a history of poor administrators It’s not that people are saying they don’t like the look of the new NZTR board or will be opposed to the ministerial appointments to the new TAB board before they’re announced, it’s that these appointed bodies have no history of success, and the appointment process isn’t any better now than it was before. Look at the accompanying table and examine the Net Tangible Equity line from right to left. From plus $104 million in 2008 to minus $40 million today – 12 years of pain and money evaporated – not just money but also $144 million in lost equity. The TAB Annual Report released last week has Executive Chair Dean McKenzie’s report reading as though he’d just won an Oscar at the Academy Awards. He finishes with a long list of acknowledgments. It reads in part: “And finally, I would like to acknowledge and thank the entire racing industry. At many times through the year, feedback from the industry has been robust. I put this down to the overwhelming passion through which participants approach the sport they love, combined with demands of such a comprehensive reform programme. “However, we are by no means in the home straight.”- Dean McKenzie McKenzie also said: “This year will go down as a year like no other. Yet, through it all, the new foundations for the industry are now firmly set. However, we are by no means in the home straight.” “Home straight.” You have to be kidding, we have three laps to go before the $45 million owed to the ASB is paid down and we can look at increasing stakes. The Executive Chair’s Report makes no mention of the bank debt or the plight of the owner who ultimately pays for the product on which the punters bet to provide the diabolically low level of prizemoney. They are the three issues that really matter; the rest is detail. But I am not telling you anything new. The narrative in all these annual reports can be filed under the ‘smoke and mirrors’ category, and anyone in racing who has bothered to read them will know that by now. The reason for dragging up this unsavoury history once more is not to make you feel ill, but to simply remind the industry that we could do without a repeat of these mistakes mentioned above, as the new CEO for the TAB is in the process of selection, and the ministerially appointed panel of Alan Galbraith QC, Liz Dawson and Anne Urlwin consider who the seven people will be to make up the new 7-person TAB Board. The previous incumbent CEO, John Allen, was taking home $680,000. This year’s annual report identifies the top salary as $520,000, which is likely to relate to Executive Chair Dean McKenzie. It also says 51 employees earned $100,000 or more, which is a substantial increase numerically from the previous but may relate to severance packages more than annual packages. The pressure is on to get a board that can turn this ship around. The industry at large may be ambivalent about appointments, but the changing of the guard has never been so crucial because repeating history isn’t an option.

Having escaped months without receiving a drug test comes as no surprise though. We all know the RIU's drug testing protocols, both horse and rider, are WOEFUL! Remember the first time they ventured North to Ruakaka last year,over 20 years since testing was established, they found a number of track riders testing positive. So you'd think with Waddell's atrocious record of serious racing offences including meth and threatening behaviour to other Jockeys et el... ...the RIU would have been requiring drug testing every 3 months through the far more reliable hair testing...surely? This also shows up meth use which has a withholding period of 48hrs in urine. Yea na to that... So just how long was Waddell allowed to ride while relaxed and toked out without being tested...or methed out and excited, who knows...just witness his daring but selfish ride in the Oaks this year..extremely dangerous riding for sure... The history of the RIU in allowing 2nd, 3rd, 4th chances to multiple offending such as Waddell's is simply awful The worst recent case, Jockey Morgenrood applying for a NZ licence...the RIU's Cruikshank and Oatham investigated his appalling Sth African record and said... Photo: La Nacion Diego Maradona, the footballing legend who died last week, was also a noted horse racing enthusiast who even numbered a G1 success among 18 winners as an owner in Argentina. Maradona, the flawed genius considered by many the greatest footballer of all time, died last Wednesday after a heart attack at the age of 60. Three days of national mourning were declared in his home country. Among the thousands to pay tribute around the world was Brazilian jockey Jorge Ricardo, all-time record holder in career victories. “Today a great athlete left us, who accomplished his mission with mastery,” tweeted the jockey known as ‘Ricardinho’, based in Buenos Aires for nearly two decades. “Go with God, Diego Maradona.” Indulging a childhood passion for horses when he returned to his native country in the 1990s in the latter stages of his glorious career, Maradona operated a string of horses under the Stud La Bombonera banner in homage to the famous ‘chocolate box’ ground of his beloved Boca Juniors FC in Buenos Aires. Introduced to racing as an owner by his friend Hector Del Piano, a leading Argentine owner-breeder, Maradona’s horses carried blue-and-yellow silks – again, a nod to the Boca Juniors colours. The highest-profile horse to represent him was the colt who borrowed his nickname, Diegol, and won six races – five at Palermo and the G1 Gran Premio Joaquin V Gonzalez at La Plata in November 1997. Youll note his best mate Oatham convienently forgets to mention his rap sheet in Sydney at Easter...(of course they're supposed to include any suspension/fines overseas) where he had another fine of 1K for overuse ..and the equally hopeless JCA rapidly accepts the RIU's inaccurate report...while ignoring Opee's long hiatus over winter...continually telling us he's a "busy rider" yea na Submission For Penalty: Mr Oatham said that Mr Bosson had had 2 breaches of this Rule in the last 12 months one of those being at the Tauranga RC meeting on the 14th of October 2020 where he incurred a 5 day suspension and the other was on the Counties Cup day on the 23rd of November 2019 when he received a $500.00 fine. Mr Oatham said that although this was the 3rd breach in a 12 month period he asked the Committee to exercise discretion and impose a fine rather than the mandatory suspension. He said that the first breach was only 2 days inside the 12 month period. He also said that a Committee in Christchurch had recently exercised discretion for Mr C Johnson and imposed a fine rather than a suspension. He said that the fine under the Guidelines was $500.00 but because this was a Group 2 Race there should be an uplift in the fine as was the case for Mr Johnson. Mr Bosson said he would prefer a fine. Reasons For Penalty: The number of strikes is agreed. The Committee has pointed out to Mr Bosson the importance of Animal Welfare and also the fact that members of the Public watching races at home do not like seeing horses being struck excessively with the whip and they complain to NZTR. Notwithstanding that this was Mr Bosson's third breach in 12 months the Committee has decided to exercise discretion and deal with this matter by way of fine rather than a suspension. Mr Bosson is a very busy Rider and he should be given credit for the long gap between the 23rd of November 2019 and the 14th of October 2020. Bearing in mind that this is a Group 2 Race any fine needs to be significant and the Committee thinks that a fine of $1000.00 is appropriate. Penalty: This Committee imposes a fine of $1000.00 on Mr Bosson.

As Chairman I’m excited by the options we have in front of us to create an exciting future and implement actions to energise, excite and set up a sustainable future, in line with our own way of thinking and considerations from the Messara Report. Our priority was to ensure we continued with Bernard Saundry as CEO until July 31 2022. This enables the Board to build on existing relationships for the greater benefit of the industry in the short to mid-term, while a number of other actions are being managed into place for the longer term. To have stability in the CEO role for a further 12 months beyond this racing season is sensible, and crucial for our industry in reaching its long-term potential. In addition to Bernard’s extension, the Board resolved to undertake an organisational review of NZTR. This will include but is not limited to structure, capability, resource, culture, and location. A focus of the review will be identifying the best succession plan to replace the CEO at the conclusion of the 21/22 season. These elements will be reviewed in the near future, with the appropriate actions to be implemented in a timely manner. The key consideration principle for all matters will be an “horse and industry first” stance in line with cost and output efficiency and quality. The NZTR Board collectively believes that it’s time all parts of the business are put to the test of what is best for the industry and our future. The review action will happen quickly in order for us to plan a rollout phase for any potential change for better industry outcomes. This review will run parallel with a number of other matters that are currently being consulted and/or developed within NZTR and the industry: Future racing calendar Club hubs and Venue Planning Future use of the Whip Funding for 2021/22 season TAB NZ Board selection process Improving Training and Education outcomes by way of a Training, Development and Welfare Programme Assist in transitioning to the Racing Integrity Board IT systems integration and upgrade with Racing Australia and Technology One I would like to encourage everyone to get involved in creating an exciting future as history shows us that when we act as one, with an “horse and industry first” mindset we can be enablers and achieve great things - we own it with you. NZTR Board, Management and staff are committed to building and maintaining excellent relationships with all sectors of the industry, so that all participants can seamlessly navigate through an exciting change period to implement a healthy and sustainable future for New Zealand racing."
