When you are calculating that a horse will probably be slow away, and then the starter allows the horse to be in a jog, it is not good enough! What would happen if ALL the drivers chose to run up? There are many examples where extremely poor decisions and actions have been made by the Stipes and RIU, and yet as far as I am aware, none of them have been questioned!!
