Look, CWJ has been great for NZ racing, been around a long time and his record speaks for itself. But to come back at his age after injury I think is a poor decision. Further more if his hands never leave the rein there is no way he is whipping in any conventional sense of the word. A rider may at their discretion use the whip with a slapping motion down the shoulder, with the whip hand remaining on the reins, at any time.
