  3. 239.To better understand the potential economic impacts of the offshore charges, the MAC requested financial estimates from the NZRB of the potential revenue that might be collected from offshore charges. The analysis that the NZRB provided estimated that over $30 million stood to be earned through offshore charges per annum (as compared to the $16 million estimated by the Offshore Working Group in 2015). The NZRB’s estimates for each charge were: •$6.6 million per annum for the information use charge; and •$24 million per annum for the POC charge. 240.To come up with these figures, the NZRB analysed anonymised credit card data from ANZ which categorises transactions (deposits) by New Zealanders through a gambling Merchant Code. Based on ANZ being roughly one-third of the New Zealand credit card market, and NZRB analysis of which deposits were with offshore betting organisations, the data showed that $139 million was deposited by New Zealanders into the top 10 offshore organisations in the 12 months ending 31 October 2018. This has grown 67 percent in last 18 months (annualised growth of 47 percent). 241.The Department has not been privy to the underlying data which the NZRB has used, so it is unable to provide any commentary regarding the quality of the data and the subsequent results.

  6. It's a start. Not sure it's in the right place, but thumbs up for the initiative. Bit like using voluntary redundancy. What tends to happen is people leave, take the money but often they are best people from the areas that they are needed. I'd like to see something more thought out and targeted. Same with voluntary leave without pay. Not a real more than temporary cut. Hopefully this is a sign of real cuts to come. What we need to see though is some sign of initiatives that increase net revenue. This will possibly reduce it. There's nothing on the table to do that which I can see. Hope that will emerge shortly.

This has allowed some of our racing participants to send through questions regarding the aspects of the return to racing, or just the industry in general. We know there are still questions remaining – specifically regarding the confirmation of the 2020-21 racing calendar and what the stakes will look like next season. The calendar is going through the process it goes through each season and we expect that once it is released to the industry – around the end of May we will be able to provide you with the answers to those questions. There also seems to be significant concern among those who follow racing regarding what cuts NZTR has made during lockdown. During this period NZTR has reduced its payroll costs by more than 20 percent. Prior to COVID-19 we already had a lean organisation and some areas of our business, registrations and the stud book for example, have been busier than usual during lockdown, with many of our industry participants using the down time to catch up on their paperwork. The team at NZTR has also been liaising with industry participants and working on dates and the return to racing; keeping our sector groups informed; updating clubs and also developing the protocols which allowed us to come back to training under alert level 3. Next Monday the government is expected to announce a date for a move from Alert Level 3 to Alert Level 2. The team is currently working on an assessment of the practical differences between these levels, however indications are that for training and racing, the protocols will be largely unchanged. For public, controlled gatherings of up to 100 persons under Level 2 (indoors or outdoors) are permissible, but there’s very little detail about this should be managed or how it may apply to venues such as racing clubs that have many separate lounges. NZTR will work with clubs well in advance of our planned recommencement of racing on protocols for potential for small events attendees. It is our plan to continue providing the Facebook Live sessions as long as we have questions to answer and information to provide.   16. I think that remains questionable based on interpretation of 60 year old legislation which probably didn't anticipate something like the current scenario.
  17. Because of the lockdown, or because of the impact of the virus on the economy (lockdown or no lockdown)? I think you've got your cause and effect thinking muddled. There's no evidence of that.
