Give HRNZ a chance - getting an approved syndicate model which is not like an Air NZ float but approved by internal affairs will be a battle. The model the govt agency thinks should be followed will add $10k p.a. accounting fees and $25 k minimum prospectus fees per horse . Unrealistic on a $15-$75 k horse purchase which may make a small net profit. So it is not a case of let’s draft something - if they do it wrong it will destroy syndicates due to admin charges - they (HRNZ) may have to have an in-house cost effective auditor for syndicates which the syndicate pays an acceptable fee for the service . Saying that it should be on the ASAP agenda and may in fact be worked on already . It is not straight forward to get a document which is sensible and govt dept approved .

Syndicates This case illustrates HRNZ ownership rules and lack of encouragement by the administration to communicate with them . If you have the smallest interest in a horse you can have it recorded - HRNZ should have an open door policy and encourage enquiry from anyone. Post this seasons sales there are many owners and trainers and agents actively selling shares in young horses. HRNZ needs to firstly draft a legal but in lay speak universal syndicate agreement with rules and manager/trainer expectation re accounts, communication and what share each member owns with the full list included in doc as appendix etc. Present “by the rules “ document means prospectus , annual audit and other papers as if you are floating Fletcher’s. There needs to a universal concise syndicate paper and a horse with more than 10 owners ( or whatever is the maximum for the race book ) must have a registered syndicate held at the conference and no start at any offical trail of race until paper work is completed . Do you realise the Caffeine level/threshold for horses is about a third - half what an athlete can have in their system in the Olympic 100 metres . Horse body mass is a least 5 times a human so should the horse permitted level be 5 times the human athlete level ? A nonsense level for horses and the punishment totally outweighs the crime . An energy drink spill in the feed bin puts you over. These impractical thresholds cause the sport unwarranted bad news - realistic levels would help. Did you know for years and years the thoroughbred racing bi carb level was at a permitted level far higher than harness - why - maybe they have a realistic management program and more sympathetic press than us . Now the bi carb level the same for both codes . Caffine level, cobalt and others need a review or my blood pressure medication will cause a positive .

Ignore CT - the start was rubbish for any horse which didn’t charge the line and were at full speed at the start line - inside and second line horses all robed. The winner , third and fourth finishers cheated because started allowed them . I hope the time is reset as - no time recorded - because it is not a true time .

The letter was written in confidence by some drivers to HRNZ and other authorities ( I am assuming ) so how did this confidential request for a review end up in the Press ? Someone must of dropped it on the reporters lap - he didn’t source it himself . That is a leak by a trainer/driver, staff of HRNZ or member of the judiciary who received the letter ! By the way I have already stated I think the new whip rule is good .
