I am pretty sure it was not a performance enhancing drug. 
HRNZ were hoping to catch all the boys at the beach, not to be. Still will get charged, but HRNZ, they were expecting better.

I've also been thinking about the "hoping to catch all the boys at the beach" comment newmarket. To observe multiple stables you would need a large workforce. That doesn't seem plausible that they would undertake such a large scale operation. That rumour seems a bit over the top,but hey,who knows.

With the low costs nowadays not as many as there should be.  Allstars is one that does.  But then the conspiracists turn that around and say it is only because they have something to hide.
