Peters clearly wants/needs a slick legal mind on the committee to handle the biggest issue, that being the amending of legislation to allow assets and land to be transferred to the national body. This is obviously going to be challenged, by Avondale in particular. If speculative development prices are to be believed, then that land is worth 200 million. That in itself is enough to cover the whole infrastructure budget of 190 million. If you were Avondale, would you challenge it, of course you would, or at least demand a pretty big pound of flesh to go along with it.

Racing industry Ministerial Advisory Committee established The Office of Minister for Racing 13 December 2018 Racing Minister Winston Peters has announced a five-member Ministerial Advisory Committee to inform next steps on the Messara Review of the New Zealand Racing Industry. “This government is committed to reforming the racing industry. The Ministerial Advisory Group will develop a plan to operationalise the Messara Report to deliver better governance and economic outcomes,” said Mr Peters. “The five people appointed to the Ministerial Advisory Committee bring their personal expertise and ability to provide independent, strategic assessments of the business change proposals for the racing industry. Between them they have experience across the three racing industry codes,” he said. Mr Peters has appointed Dean McKenzie as Chair. Mr McKenzie is an experienced racing administrator whose dedication and passion to improving the industry make him the ideal choice to lead this very important work. He will be well-supported by Committee members Bill Birnie, Liz Dawson, Kristy McDonald and Sir Peter Vela. “Collectively, they will identify the technical, legal, financial and process-oriented decision points for racing reform and return the industry to a well-managed and sustainable economic growth path. They will also take into account the feedback received during the public submission process.” said Mr Peters The Committee will provide an interim report to the Minister for Racing by the end of February 2019, to be followed by Cabinet decisions, and legislation to modernise the industry. The Committee is being created as a potential precursor to the establishment of a Racing Industry Transitional Agency (RITA), subject to future government decisions
  5. If you look at Pg 76 of the Messara report, there is Capex forecast for 19/20 of 10 mil for the track and 1 mil for facilities at Cambridge. Now what is 1 mil going to get you in facilities. All very hard to understand this Cambridge racing thing
  6. Racing NZ There are several facets of racing administration where the Codes will need to act collectively for the efficient operation of the overall Racing Industry. These include: • Entering into commercial arrangements with Wagering NZ • Development of racing calendar in conjunction with Wagering NZ • Approving budgets, plans and administrative support for the JCA, RIU and the Laboratory where required. 17 • Consulting with Wagering NZ on whole of industry issues such as Betting Rules, and financial support of the NZ Equine Research Foundation and the Equine Health Association. To effectively manage these functions, it is recommended that the Codes participate in a body named Racing NZ. This body would not be established as a separate administrative body but would merely act as a consultative forum between the Codes. It would not be empowered to act unilaterally without the approval of the Codes. Based on the relative size of the Codes it could consist of a Board of 4 Directors as follows: • Two (2) members nominated by NZTR one of whom is to be Chair with a casting vote • One (1) Member nominated by HRNZ • One (1) Member nominated by GRNZ This body could be serviced administratively by each of the Codes on a rotation basis or in accordance with such other arrangements as agreed between the Codes.

Racecourse Rd I presume "Plans are already well advanced for the construction of a synthetic track at Cambridge and, subject to funding being agreed, construction could commence next January with training to start from no later than May and racing from no later than July/August 2019. Aside from racing, the proposed synthetic track at Cambridge is vital for its training needs".

  15. Who needs a vet, we've got Google Grading the Lameness Grade 1. The lameness is not recognizable at the walk, but is evident at the trot. Usually, with a forelimb lameness, the horse's head drops down when the sound foot lands and raises up to its regular height when the affected side lands. There may be an asymmetry in the gluteal rise with hind limb lameness. There also may be an audible difference between the landing of the sound foot versus the lame foot (i.e. the horse lands with less weight on the lame foot). Grade 1 lameness' are most typical in chronic, nonprogressive diseases.

NAVAL FLEET (S Collett) – Shifted inwards approaching the 100 metres making contact with the running rail, blundering badly, dislodging rider S Collett and dislodging a portion of the running rail. Rider S Collett was examined by St John paramedics and cleared to continue with her remaining rides. Connections were advised that NAVAL FLEET must trial to the satisfaction of stewards prior to starting next. A post-race veterinary inspection revealed NAVAL FLEET to be 1/5 lame in the right foreleg.

  23. Peters has kept away from probably the most contentious issue in the Messara report, namely the amending of the Racing Act 2003 to clarify ownership of club land and assets. The report hinges on this and also the major restructuring of NZRB and NZTR to Wagering NZ and Racing NZ, and the outsourcing of the TAB. This is where the funds suppsedly come from to double stake money I suppose you can't go to a NZTR conference and tell them, they won't be existing next year
